Paul Larsen Paul Larsen
Chief Executive Officer

Paul Larsen was appointed Chief Executive Officer in 2008, having joined the business in 2003 as Commercial Manager, progressing to General Manager Commercial and Operations.

He has management responsibility for all operational aspects of the 5100 kilometres of railway throughout the southern half of Western Australia and leading the strategic development of this vital piece of state transport infrastructure.

Paul is a Certified Practising Accountant with over 20 years corporate and commercial experience in the transport and communications sectors, having worked with ERG Limited on various offshore projects and as Commercial Manager with Toll Logistics.

Brian Pereira Brian Pereira
Chief Financial Officer

Brian Pereira joined Brookfield Rail as Chief Financial Officer in 2010. He is a Chartered Accountant with over 17 years’ experience in the banking industry in the UK and Australia, having held senior management roles with Challenge Bank/Westpac, Bank of Scotland and HBOS Australia/BankWest.

As Chief Financial Officer of BankWest and the Head of Group Finance for HBOS Australia, Brian led a large finance team responsible for a range of areas including securitisation, pricing, and financial and statutory reporting. During this time he was Chair of the BankWest Asset Liability Committee (ALCO) and Chair of the BankWest Capital Management Committee.

Allen Rose Allan Rose
Commercial Manager

Allen Rose commenced his career in the banking sector, moving to the Taxation Department where he rose to the Assistant Director level. Moving to the commercial sector with Skywest Airlines, Allen’s success in the role of Profitability Manager saw the organisation grow considerably.

After the Paspaley Group purchased Skywest Airlines in 1996, Allan maintained commercial management positions within the group with a strong focus on the airline business, however he also worked in property development and agricultural operations.

Allen is a Chartered Public Accountant and joined Brookfield Rail in 2008.

Jelle Sibma Jelle Sibma
General Manager Infrastructure

Jelle Sibma has over 30 years' experience in the railway civil engineering field. As General Manager Infrastructure, Jelle leads a multi-disciplinary professional group ensuring the safe and cost effective maintenance, expansion and improvement of Brookfield Rail's network.

He has management responsibility for Civil Maintenance, Standards and Project Delivery; Control & Communications Systems; Planning & Project Development.

Jelle holds a degree in Civil Engineering and is a member of various national rail engineering bodies.

Andrew Mounas Paul Lowney
Project Director - MidWest Rail Upgrade

Paul has over 20 years of project management and network maintenance experience across all aspects of railway infrastructure on different railway systems in Australia and Europe.

Paul joined the company in 2008 and was recently appointed Project Director for the MidWest Rail Upgrade, which will significantly increase capacity of the rail network to support the MidWest iron ore and agricultural sectors.

Paul holds degrees in Civil Engineering and Mathematics from Trinity College, Dublin.

Vic Bliss Vic Bliss
Manager Safety & Compliance

Vic Bliss has been in the rail industry for over 30 years, with a background in railway signal engineering and for the past 10 years as Manager Safety & Compliance.

He is responsible for the development and management of the organisation's compliance related systems, covering areas such as rail safety, occupational health and safety, environment and training.

Vic is a member of various national rail industry committees and forums and is a director on the Rail Industry Safety and Standards Board.

Kevin Kinsella Kevin Kinsella
Access Manager

Kevin Kinsella has over 44 years experience in rail operations in Western Australia with the last 20 years in managerial positions, including Operations Manager with the Western Australian Government Railways, a role which involved the management of 400 drivers, controllers, area managers, station officers, clerical and shunting staff.

In his current position as Access Manager, Kevin is responsible for train control, provision of track access, scheduling of all services and the safe operation of all trains and track maintenance workers.

Paul Hamersley Paul Hamersley
Manager Corporate Development

Paul Hamersley has over 15 years public and private sector experience in the Western Australian transport and logistics industry. He previously spent 12 years in state government advising Ministers for Transport on rail freight planning and policy matters.

Paul joined the business in 2008 as Business Development Manager, where he worked closely with all facets of the business with responsibility for identifying new business opportunities, strategic planning for infrastructure development, liaison with state and federal government bodies and management of key stakeholder relationships.

His role recently expanded to include management of public relations and corporate affairs functions of the business. He holds a degree in Economics and Environmental Science.
